Chapter IV.
THE 666 PROPOSES THE IDEOLOGY
OF THE NEW ROMAN EMPIRE OF THE
WEST (the “European Union").

"The creation and successful structure of this New Roman
Empire of the West (the European Union), is found in
Project 666 because this New Empire can not be formed by
Decree, and much less with the bureaucratic amount of
resources. It is also necessary to provide that Empire with
ideologies and ideals that keep it united.
"The Unified Europe of 1992 should neither be capitalists
nor socialist because history has shown that both
systems are prisoners and victims of their own political
doctrines which stop and prevent its development and
makes it expired.
"It has been clearly proven that the problems of the human
society cannot be successfully solved, on the basis of
the existence of private property over the means of
production, nor on the basis of the socialization of
these means on behalf of the state. These problems
cannot be solved ignoring the liberties and human rights
nor falling to recognize the need to provide the state,
as the organism of social guidance, and with it the
governments; the democratic structure and nature,
guaranteed by free elections which would bring the men,
women and leaders who represent and are elected by the
popular will of its social conglomerate, into power.
"In order for the executive power, to be successful, it
should always be the result of free decision and wish of
the complete social conglomerate. It should reflect the
need and goals of its times and represent its best
solutions.
"The State, as a governmental organism, should not and

activities of millions, hundreds of millions and
thousands of millions of its members –mankind- have to
be directed, planned, motivated and guided by guidance
organisms in all areas of production and in the economic,
scientific, educational, cultural, sports, artistic,
areas, etc., guidance organisms which cover that great
variety of functions and areas of production and work
which characterize men".
